The Base of Operations is the natural home for players in Tom Clancy’s The Division and the central place to restore the infrastructure of New York City. It’s one of the core gameplay elements in the game and can be seen as some sort of safe house for agents of the SHD as well as citizens of the city, but much bigger. It’s the only place in the PvE Zone where you can’t see other players, even if you are playing in a team. That’s because of all the things you see inside show your personal progress in the game.
