Topic: High skill power, long cool down?

Just to be clear, when I said "longer cooldown for high skill power and shorter for low skill power", I meant compared to PTS 1, not compared to 1.5. Having a high skill power in PTS 2 will probably mean more powerfull and shorter cooldowns than similar SP in 1.5. It just won't be as short as it was in PTS 1. The overall intention hasn't changed on the PTS: lower efficiency of skills with low skill power and reward investment in skill power
