No Season Pass, but free DLC for everyone in form of 3 Episodes, that has been confirmed alongside the official announcement of Tom Clancy’s The Division 2 at this year’s E3. However, players were still a bit concerned about the way the original game handled the releases for its timed exclusive content.
Back then, players on PlayStation 4 had to wait for around one month longer for the expansions of the Season Pass than players on PC and Xbox One, who were able to play the DLCs right away. This was not only resulting in an annoying experience, but has also kind of divided The Division’s community during that time.
However, Ubisoft and the team around The Division 2 have apparently learned from this, because according to Creative Director Julian Gerighty, “no platform timed exclusives” are currently planned to be released.

This doesn’t necessarily mean that we will never see something like this in the future, but at least the three Episodes in Year One seem to be out of the question and will be released on all three platforms – PC, Xbox One and PlayStation 4 – at the same time and for free.
